The current cabinet has plans to have a selective group of city-councils experiment with regulating / decriminalizing / legalizing cannabis. A good idea because the current tolerance policy, whereby coffee shops are allowed to sell cannabis but do not buy in and the cultivation of the plant is forbidden, seems to lack some logic. Various ways have been suggested to shape this experiment. State-watch, social clubs or breeding licenses are the three most frequently heard options. A number of city-councils have indicated that they want to accept the role of weed growers, but do not want to grow weed with a higher THC percentage than 15%, because there are indications that the use of stronger weed species can sometimes lead to psychosis, and the city-councils want not that only one user gets a psychosis from municipal cannabis.
